Complete stripping of old, flaking, peeling paint is the correct way to restore a statue. When you paint over old finishes, the peeling and flaking will continue under the new paint
Wood statuary is a specialized art which requires proper painted or polychrome finishes. Stripping an old wood statue of its original finish and then varnishing it is not a proper restoration. If you desire artistic gold leafing or stenciling, you definitely need professionals experienced in this art. Ask and demand photo references of numerous previous works!
